To quantify the actual costs is complex and is unique to each separate fixed rate and takes into account factors such as current interest rate; actual interest rate, time left to run plus other factors - it is very complex and we are unable to quantify without going to the lender concerned.
If the cost to break surpasses the benefits gained [savings in interest rates, account fees] then probably it would not pay to break the current term unless your circumstances were that you had no choice.
If your new structure benefits you in savings and fees then it should be given strong consideration as this can save you literally thousands of dollars in interest [dependant upon amount of loan, old structure, new structure, cost to break]
